ABOUT THE CENTRE
The East Africa Centre for Internet Governance and Policy Research (CIGAP) focuses on evolving governance and policy issues that impact the growth of the Internet and related disruptive technologies.
Mission: To advance research, policy development and capacity building in the areas of internet governance, cybersecurity, and digital rights across the region.
Vision: To be a Centre of excellence in Internet governance policy research in Africa
CIGAP is in line with global initiatives such as;
- UN Agenda 2030 which aims to achieve sustainable goals by 2030, with 19 of its 169 agenda items with direct link with technology.
- The African Union (AU)’s Agenda 2063 which recognizes the role of science, technology and innovation (STIs) as enablers for Africa’s development, aiming for well-educated and skilled population, and fostering digital transformation across various sectors.
- Be the source for empirical data on ICT governance and related policy issues
- To use policy research findings to publish policy briefs and derive matrixes for measuring effectiveness of the existing policies and tract their evolution
- Provide training on policy issues that inform internet governance and emerging technologies
- To build and maintain partnerships with key stakeholders to derive collaborative value

One of the key pillars of CIGAP is to build and maintain partnerships with stakeholders whose values and strategic objectives are aligned. Key among these include:
- Government ministries in Kenya and the countries in the region.
- Development partners such as the African Union, the United Nations and its agencies,
- Academic and research institutions
- Private sector and or their associations
- Industry associations
OUR SERVICES:
- Collaboration with partners in development agencies to carry out impactful internet governance related research to inform policy
- Carry out empirical studies on internet growth and publish regular policy briefs for policy guidance
- Host academic conference and workshop to share research studies and findings themed on internet governance and disruptive technologies
- Carryout capacity building programs in the key focus areas of internet governance and cybersecurity

Research and Policy Impact:
Oversee impactful research on internet governance, digital rights, and cybersecurity to influence policy through published reports and scholarly articles.
Capacity Building and Outreach
Develop and deliver training programs, workshops, and forums to enhance digital governance capacity in the region.
Stakeholder and Partnership Engagement
Build and maintain partnerships with government, academia, private sector, and international organizations, representing CIGAP at key forums and securing funding opportunities.
